Description: 1939-D Rev of 38 Jefferson Nickel PCGS MS66 COIN DESCRIPTION The standard for full steps for the Reverse of 38 is different than that for the other dates. Unlike the Reverse of 40, the R38 is allowed to have both small interrupting marks and bridges as long as two conditions are met: the steps mush have good overall detail and the 5th step must be complete under the 3rd column. Now this coin clearly meets those conditions, but since the value quintuples in price with full steps, I guess they are tougher on this issue.
